This is ADL's technical companion to DoDI 1322.26. It turns the instruction's data strategy into four TLA standards: IEEE 1484.20.3 for competencies, IEEE 2881 for learning metadata, the xAPI family (9274.1.1, xAPI Profiles, cmi5), and the Enterprise Learner Record (P2997), which the overview calls the only optional one. For each standard it gives sample acquisition language plus how the Government verifies and accepts a delivery. It then walks through two worked use cases: Individual Development Plans, and certification/credential management. Appendices cover implementation strategies, a TLA maturity model, and downloadable requirements traceability (RTVM) spreadsheets dated through April 2026.
Note: the page now says the ADL Initiative has been formally sunset and that its repositories stay available for public use. xAPI Profiles (P9274.2.1), cmi5 (P9274.3.1), and ELR (P2997) are still active IEEE projects, not approved standards.
