IEEE 9274.1.1-2023 is the formal standard for the Experience API. It defines a JSON data model and a REST API so an activity can report what a person or group did to a Learning Record Store, and so other systems can read that record back. The catalog page says it standardizes xAPI 1.0.3. The IEEE PDF is sold. The openly readable ADL text of that specification (Apache 2.0) is separate and is not the IEEE PDF.
