Andy Johnson (ADL) and Shawn Miller (DAU), August 2022. Written for DoD acquisition staff who must put learning-technology standards into solicitations, alongside DoDI 1322.26. It covers TLA compliance, xAPI (including the learning record store), cmi5, and IEEE learning metadata, and pairs each use case with sample solicitation language and evaluation criteria. Treat it as a source-selection checklist, not as the standards themselves. Full PDF is free on ERIC.

This follow-on to the 2022 guidance above is aimed at the same audience: DoD acquisition staff writing learning-technology standards into solicitations. It adds more scenarios, with six xAPI use cases (LRS integration, content, authoring tools, an LRS replacing LMS functions, dashboards, multiple LRSs) and seven cmi5 use cases, each paired with sample language. It also adds cybersecurity sections for xAPI, cmi5, and metadata, plus best practices and pitfalls to avoid. Appendix B is a step-by-step course-metadata process with a role table based on the P2881 draft, so it is the more complete checklist to start from today.
